区域与城市经济学前沿讲座系列（Virtual Workshops on Topics in Regional and Urban Economics: China, Asia, and Beyond）由暨南大学经济与社会研究院与北京大学光华管理学院合作举办，旨在讨论目前城市经济学和房地产经济学领域出现的各种前沿研究和热门话题，为学术界带来更便捷的学术交流平台，为业界以及政府提供更科学的政策建议。讲座采用线上会议形式开展。

主讲人简介

严佳现为华盛顿州立大学经济学院终身教授，研究领域为城市与区域经济学、交通经济学、实证产业组织、应用计量经济学等。他的学术论文发表在Econometrica, American Economic Journal: Economic Policy, Journal of Public Economics, Journal of Econometrics, Journal of Urban Economics, Journal of Environmental Economics and Management, International Journal of Industrial Organization, Brookings-Wharton Papers on Urban Affairs, Transportation Research Part A and B等经济学与交通工程领先期刊， 并出版了著作“Trouble at the Bar: An Economics Perspective on the Legal Profession and the Case for Fundamental Reforms ”。

严佳教授曾多次获奖，包括2003美国经济学会交通与公用事业研究方向的最佳博士论文奖、2009年美国交通论坛的最佳论文奖、2011年国际交通经济学会的最佳论文奖。他主导开发应用于香港海域的红潮预警系统获得2008年日内瓦发明博览会银奖。

严佳教授2002年获得美国加州大学欧文分校 (University of California, Irvine) 经济学博士学位，在加入华盛顿州立大学之前任教于香港理工大学工商管理学院，并曾在美国ChoiceStream公司担任个性化推荐算法研发科学家。他曾担任美国布鲁金斯学会的访问研究员、悉尼大学访问教授和南开大学特聘教授。

严佳教授从美国交通部和农业部获得过超过100万美元的研究资助，并曾为UBER、日本铁路公司、土耳其航空公司等企业提供咨询服务。

Abstract

We measure the benefits of ridesharing services to travelers in the San Francisco Bay Area by estimating a mixed-logit model of mode choice. We include Uber as a representative ridesharing service and we quantify the welfare gain that it provides to travelers by estimating the difference in total benefits with and without its service. Consumers gain roughly $1 billion annually from Uber’s non-fare attributes, which they value but taxis have not provided. Annual benefits to travelers in major U.S. cities are likely to amount to several billions of dollars. Regulations that limit the expansion of ridesharing services are not justified and are likely to reduce travelers’ welfare without addressing the problems of the modes that they seek to protect.
