Title: Is The "Fair" Quota Scheme Fair?

Abstract:

Assigning school quotas in proportion to regional student population size is proposed as a fair scheme to equalize students’access to quality schools. Aiming at shedding light on related policy-making and implementation, we first employ an illustrative model to explore representative quota schemes from both the schools’ and students’ perspectives, followed by an experimental exploration of more complex environments. Through showing the rationale why schools are against using the proposed fair quota allocation and that those relatively disadvantageous students are hurt most by the proposed practice, we demonstrate why the quota-free scheme better serves the intended goal of education equity.
